Mass Casualty Drill Conducted in Phelps
On 09/27/14 the Phelps Fire Department & Phelps Ambulance conducted a mass casualty drill involving
several surrounding agencies. The scenario involved a Finger Lakes Railways train striking a school bus
with 14 occupants on board.  The patients were triaged, treated by EMS providers, and decontaminated by
the Haz-Mat teams. Firefighters performed accident victim extrication including stabilization and use of
extrication equipment on the bus. The Haz-Mat Team mitigated a simulated hazardous materials spill from
one of the train cars. The following agencies participated in the drill; the Phelps Fire Department, Clifton
Springs Fire Department, Oaks Corners Fire Company, Seneca Castle Fire Department, Phelps
Ambulance, Ontario County Haz-Mat Team, Seneca County Haz-Mat Team, Ontario County Emergency
Management Office, New York State Office of Fire Prevention & Control, Finger Lakes Railways, & Phelps
Boy Scout Troop 46.
